Subject: 19829/Approve 19th Year CD Block Grant Funding Date: Fri, 3 Apr 1992 14:31:00 -0500 RESOLUTION NO. 19829 A RESOLUTION APPROVING THE NINETEENTH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING AS SHOWN MORE FULLY HEREINBELOW. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CHATTANOOGA, TENNESSEE, That there be and is hereby approved the Nineteenth Year Community Development Block Grant Funding as shown on the schedule below: 1. Orange Grove. To rehabilitate existing public and group facilities -- $380,000.00. 2. Chattanooga Housing Authority. To rehabilitate long-term damaged units at scattered sites; perform a comprehensive long range planning study of local public housing; change over to single electric meters at East Lake Courts -- $500,000.00. 3. Chattanooga Neighborhood Enterprise. For continuation of existing program areas: homeowner rehabilitation, affordable homeownership, affordable rental, neighborhood improvements and the Comprehensive Housing Affordability Strategy -- $2,291,993.00. 4. Chattanooga Parks and Recreation. To complete work on 19 recreation sites currently funded with eighteenth year funding and to provide an addition to the Eastdale Recreation Center -- $305,470.00. 5. Community Housing Resource Board. To further fair housing activities in the Chattanooga area through a "Housing Info Line", homebuyer workshops, an affordable housing fair, and presentation to housing-related groups -- $39,000.00. 6. United Methodist Neighborhood Centers. For improvements to kitchens and bathrooms of the Sally Crenshaw Bethlehem Center preschool -- $32,000.00. 7. Children's Advocacy Center. To employ a minority therapist for child victims of sexual abuse -- $35,000.00. 8. Police Athletic League. To fund the purchase of equipment for youth athletic leagues in East Lake, South Chattanooga, Alton Park, Poss Homes, Highland Park, East Chattanooga and other low to moderate income neighborhoods -- $15,000.00. 9. Visually Impaired Training and Learning Center. For improvements to the Willow Street Center, including but not limited to, central air conditioning, wheel chair ramp, basement and driveway improvements -- $13,000.00. 10. Good Neighbors. For purchase of a closed circuit TV system to help with crime problems at the site of the Whiteside Faith Manor -- $10,900.00. 11. Commercial Facade Improvements. To provide incentives to owners/lessors of commercial establishments in targeted areas for facade improvements -- $110,000.00. 12. Neighborhood Organization Support. To provide technical assistance and training for the creation and development of neighborhood organizations in low to moderate income areas -- $40,000.00. 13. Planning. To perform planning studies as necessary to ensure effective program management -- $134,000.00. 14. Administration.
